This keynote/conference address is an overview of national policing issues and debriefs with accompanying best practices, proven leadership approaches to developing strong cultures, and leadership & cultural challenges facing today’s leaders. Attendees will be introduced to current national challenges to developing positive work cultures as a learning organization. Police leaders will be given tools and management approaches to leading during difficult times.
John E. Perez is a 38-year law enforcement professional with experience in a variety of policing assignments including 36 years with the City of Pasadena CA Police Department and two years with the Los Angeles County Bureau of Investigations. His assignments included Patrol, Field Training Management, Community Relations, Internal Affairs, SWAT, and Gangs and Narcotics. Over the years, John has served as a state and regional instructor as well as a mutual aid coordinator for the Los Angeles region. Immediately after the tragedy of 9/11, John was appointed as the Counter-Terrorism Coordinator and assisted in developing several homeland security and safety initiatives for the Rose Bowl, Rose Parade, and other large scale public events.
In 2020, just before the global pandemic and social justice movement, John led the Department’s reorganization, replacing antiquated policing models with intelligence-led units and problem-oriented policing models to assist in reducing crime. John possesses a Bachelor of Science Degree in Criminal Justice, a Master’s degree in Behavior Science, and a Doctoral Degree in Public Administration.
Currently, John serves as a national instructor and organizational evaluator for Joppa Training Group, FBI-LEEDA, and the Center for Public Safety Management as well as a subject matter expert on critical police incidents and management.
