John DomingoLieutenant John Domino (Ret.)

John Domingo grew up in Huntington Beach, CA.  In 1989, he joined the Los Angeles Police Department (LAPD). He began his career in South Central Los Angeles (Newton and 77th Street Divisions) and was soon recognized as a street gang and narcotics expert.

In August 1992, he left LAPD and joined the Huntington Beach Police Department.  His assignments included Patrol, Gang Enforcement, Narcotics, Community Relations, Field Training Coordinator, Crisis Negotiator, Trauma Support Supervisor, Training Manager, Use of Force Coordinator, Traffic, Aero, and SWAT Commander Joint Hazard Assessment Team (JHAT). 

John created the P.E.P. Use of Force model while he was the Training Manager and lead use of force expert for HBPD.  The P.E.P. model showed immediate and sustained success.  In 2015, Anaheim PD adopted John’s P.E.P. Use of Force model and soon P.E.P. had spread across Orange County CA as the best practice standard. 

John has shared his P.E.P. Program and trained thousands of officers, supervisors, administrators and risk managers throughout the United States.  As a recognized expert, he has been a guest lecturer at CSUF and has appeared in POST training videos, other training programs, and several podcasts.  His P.E.P. presentation was specifically requested and presented at the 2016 OCCOPSA conference.  John has been endorsed and presented through CPOA, IPICD, and other LE outlets including the 27th Annual EMS Seminar at Northridge Hospital.  He is a published author and currently serves on the Board of Directors for the IPICD (Institute for Prevention of In-Custody Deaths).
